Job Summary

The Buyer is responsible for supporting and executing project procurement activities associated with materials, equipment, supplies, services, and construction-related requirements supporting engineering, construction, manufacturing, quality, commissioning, and project execution operations. This position supports the acquisition of goods and services required to meet project objectives while ensuring compliance with company procedures, project requirements, procurement standards, and applicable quality requirements.

The Buyer works closely with Engineering, Construction, Manufacturing, Quality, Logistics, Project Controls, Accounting, Project Management, and suppliers to ensure procurement activities are executed efficiently and support project objectives related to cost, schedule, quality, and risk. Responsibilities may range from routine procurement administration and purchase order support to sourcing, supplier management, commercial negotiations, and management of more complex procurement packages based on experience and qualifications.

Key Responsibilities

Procurement Administration

  • Support and execute procurement activities for materials, equipment, supplies, services, and construction-related requirements.
  • Develop procurement plans and sourcing strategies for assigned procurement packages as appropriate.
  • Review purchase requisitions for completeness, accuracy, and applicable requirements.
  • Prepare and issue Requests for Quotation (RFQs) and Requests for Proposal (RFPs).
  • Solicit supplier quotations, proposals, and pricing information.
  • Review supplier proposals for completeness, compliance, and overall value.
  • Coordinate technical and commercial bid evaluations.
  • Prepare and issue purchase orders in accordance with company policies and procedures.
  • Maintain complete and accurate procurement documentation and records.
  • Ensure procurement files are properly maintained and traceable.

Supplier Coordination & Management

  • Communicate with suppliers regarding procurement requirements, specifications, schedules, and commercial conditions.
  • Follow up on quotations, proposals, supplier inquiries, and outstanding documentation.
  • Develop and maintain effective supplier relationships.
  • Serve as a procurement contact for assigned suppliers and procurement packages.
  • Support supplier qualification and onboarding processes.
  • Participate in supplier evaluations and qualification activities.
  • Monitor supplier performance related to cost, quality, delivery, and responsiveness.
  • Coordinate resolution of supplier performance issues.
  • Support supplier development and continuous improvement initiatives.

Commercial Negotiations

  • Support and conduct commercial negotiations with suppliers and service providers as appropriate.
  • Negotiate or assist with pricing, delivery schedules, payment terms, warranties, and other commercial conditions.
  • Assist with development of negotiation strategies.
  • Evaluate supplier proposals and pricing alternatives to support overall project value.
  • Support cost reduction and value improvement initiatives.
  • Maintain records associated with supplier pricing, negotiations, and commercial terms.

Purchase Order Management

  • Process purchase requisitions and purchase orders.
  • Prepare, issue, and administer purchase orders throughout the procurement lifecycle.
  • Track purchase order status, supplier commitments, and required actions.
  • Monitor supplier acknowledgments and acceptance of purchase orders.
  • Manage or coordinate purchase order modifications and changes.
  • Monitor supplier compliance with purchase order and contractual requirements.
  • Resolve commercial and administrative issues associated with procurement packages.
  • Maintain accurate procurement status reports and records.

Expediting and Delivery Management

  • Monitor procurement schedules, supplier progress, and delivery requirements.
  • Track material and equipment manufacturing, shipment, and delivery status.
  • Coordinate with suppliers regarding shipment status and delivery commitments.
  • Support expediting activities for critical materials, equipment, and long-lead items.
  • Communicate procurement status and delivery forecasts to project stakeholders.
  • Assist with identifying and mitigating procurement schedule risks.
  • Support resolution of delivery delays, supplier issues, and supply chain disruptions.

Cross-Functional Coordination

  • Coordinate procurement activities with:

  • Support communication between project teams and suppliers.
  • Participate in project planning and procurement meetings.

Quality and Supplier Compliance

  • Ensure procurement activities comply with company policies, procedures, and applicable procurement controls.
  • Incorporate required technical, quality, and project requirements into procurement documents.
  • Coordinate with Quality personnel regarding supplier quality expectations and requirements.
  • Assist with supplier documentation collection and review.
  • Support supplier quality surveillance and audit activities as required.
  • Monitor supplier compliance with quality and documentation requirements.
  • Assist with resolution of supplier quality issues and nonconformances.
  • Support compliance with applicable approval, documentation, and records requirements.

Cost Management and Reporting

  • Support procurement budget management and cost forecasting activities.
  • Track procurement commitments, purchase orders, expenditures, and supplier pricing.
  • Assist with commercial evaluations, bid comparisons, and cost analyses.
  • Prepare procurement summaries, evaluation documents, and status reports.
  • Maintain procurement metrics, reports, and tracking systems.
  • Provide procurement status and performance information to project personnel and leadership.
  • Support procurement cost management and reporting activities.

Risk Management

  • Identify procurement and supply chain risks affecting cost, schedule, quality, or project execution.
  • Support development and implementation of mitigation plans for critical procurement activities.
  • Monitor market conditions and supplier factors that may affect procurement strategies.
  • Assist with contingency planning for critical suppliers and long-lead materials or equipment.
  • Communicate and escalate significant procurement risks as appropriate.

Continuous Improvement

  • Participate in procurement process improvement initiatives.
  • Support implementation of procurement best practices.
  • Assist with development and improvement of procurement procedures, standards, and workflows.
  • Participate in lessons learned activities.
  • Identify and recommend opportunities to improve procurement effectiveness and efficiency.
  • Support implementation of improved procurement systems and processes.

Required Qualifications / Experience

Education 

  • Associate’s Degree or Bachelor’s Degree in Supply Chain Management, Business Administration, Construction Management, Engineering, Finance, or a related discipline preferred.
  • Equivalent education and/or relevant experience may be considered.

Experience

  • Experience in purchasing, procurement, supply chain, sourcing, logistics, project administration, contract administration, commercial management, or a related business or project environment.
  • Strong organizational and time management skills.
  • Strong written and verbal communication skills.
  • Ability to work effectively in a fast-paced project environment.
  • Proficiency with Microsoft Office applications.

Preferred Qualifications / Experience

  • Experience supporting construction, manufacturing, engineering, industrial, utility, energy, or other technical projects.
  • Experience with purchase orders, supplier quotations, procurement tracking, or supplier commitments.
  • Experience with ERP, purchasing, procurement, or supply chain management systems.
  • Experience with supplier or vendor management.
  • Experience supporting contract administration or commercial activities.
  • Experience purchasing engineered equipment, materials, or technical services.
  • Experience supporting large project organizations or capital projects.
  • Experience supporting DOE, utility, nuclear, defense, or other highly regulated environments.
  • Familiarity with quality and supplier documentation requirements.
  • Experience with supplier negotiations or commercial evaluations.
  • Professional certifications such as CPSM or CPM.
