Job Summary
The Lead Project Civil Lead serves as the senior civil engineering authority for the project and is responsible for providing technical leadership, oversight, coordination, and assurance for all civil engineering activities associated with the planning, design, procurement, construction, testing, commissioning, and turnover of project facilities and infrastructure.
This position serves as the project’s primary civil engineering representative and works closely with project management, construction, quality, procurement, startup and commissioning, manufacturing, and external engineering organizations to ensure civil systems and infrastructure are designed, constructed, and commissioned in accordance with project requirements, applicable codes and standards, quality requirements, and operational objectives.
The Project Civil Lead provides technical oversight of engineering activities performed by architect-engineer firms, EPC contractors, design consultants, equipment suppliers, and construction contractors. The position is responsible for ensuring technical consistency, constructability, quality compliance, and successful project execution across all civil engineering disciplines.
The Project Civil Lead supports project planning, estimating, design development, construction execution, quality assurance, regulatory compliance, and operational readiness activities throughout the project lifecycle.
Key Responsibilities
Engineering Leadership
• Serve as the technical authority for all project civil engineering activities.
• Provide leadership and guidance for civil engineering design, construction support, and infrastructure development.
• Support project planning, execution strategies, and technical decision-making.
• Participate in risk assessments, project reviews, and technical evaluations.
• Ensure civil engineering activities support project objectives, schedules, budgets, and operational requirements.
• Support development of engineering standards and technical governance processes.
Design Oversight
• Provide oversight of civil engineering activities performed by architect-engineer firms, EPC contractors, consultants, and external engineering organizations.
• Review civil engineering calculations, drawings, specifications, studies, reports, and technical evaluations.
• Ensure designs comply with project requirements and applicable codes and standards.
• Participate in design reviews and constructability assessments.
• Verify that civil designs support long-term operational, maintenance, and safety requirements.
• Evaluate technical alternatives and support value engineering initiatives.
Civil Infrastructure Oversight
Provide technical leadership and oversight for civil systems including:
• Site development
• Grading and earthwork
• Site drainage systems
• Stormwater management
• Utility systems
• Underground utilities
• Roadways and access roads
• Parking facilities
• Site improvements
• Water distribution systems
• Wastewater systems
• Erosion and sediment control
• Site development permitting support
• Geotechnical interface coordination
• Excavation and backfill activities
Engineering Coordination
• Serve as the primary liaison between the project and external engineering organizations regarding civil engineering matters.
• Coordinate civil engineering interfaces with:

- Project Controls
- Startup & Commissioning
• Ensure multidisciplinary design integration.
• Resolve technical interface and constructability issues.
Construction Support
• Provide technical support throughout construction activities.
• Review requests for information (RFIs), field changes, and engineering change notices.
• Support construction work package development and review.
• Provide technical support for excavation, grading, utility installation, drainage systems, foundations, and site development activities.
• Conduct field walkdowns and site inspections.
• Assist in the resolution of construction quality issues.
• Support contractor technical inquiries and issue resolution.
• Participate in turnover and readiness reviews.
Estimating and Project Development
• Support project estimating and budgeting efforts.
• Develop quantity estimates and cost inputs for civil engineering scopes.
• Review contractor estimates and proposals.
• Assist in development of scopes of work for engineering, procurement, and construction activities.
• Support change management and estimate reviews.
• Participate in project planning and forecasting activities.
Procurement Support
• Develop and review civil engineering procurement specifications.
• Support technical bid evaluations and supplier selections.
• Review contractor and supplier submittals.
• Participate in procurement planning activities.
• Support evaluation of materials, equipment, and construction methods.
• Coordinate technical reviews during procurement activities.
Quality Assurance and Compliance
• Establish civil engineering quality requirements.
• Support implementation of project Quality Assurance Program requirements.
• Ensure compliance with project quality standards and construction specifications.
• Support inspections, audits, assessments, and surveillance activities.
• Review civil-related non-conformance reports and corrective actions.
• Ensure appropriate design controls and technical reviews are maintained.
• Support compliance with NQA-1 and project quality requirements where applicable.
Environmental and Regulatory Compliance
• Support environmental permitting and compliance activities.
• Coordinate engineering support for environmental reviews.
• Ensure compliance with applicable civil engineering regulations and permits.
• Support stormwater management and erosion control requirements.
• Assist with regulatory inspections and reviews.
• Coordinate with environmental organizations as required.
Startup, Testing, and Turnover Support
• Support construction completion and turnover activities.
• Participate in readiness reviews and startup planning.
• Verify completion of civil engineering design requirements.
• Support testing and acceptance activities related to civil infrastructure systems.
• Assist with resolution of turnover and operational readiness issues.
• Support final project closeout activities.
Safety and Risk Management
• Ensure civil engineering activities support safe construction and operation.
• Participate in safety reviews and hazard evaluations.
• Support risk assessments associated with civil infrastructure and construction activities.
• Promote safe design principles and construction practices.
• Support excavation safety, utility safety, and site development safety initiatives.
Leadership and Mentorship
• Provide technical leadership and mentoring to engineers and technical personnel.
• Support development of junior engineering staff.
• Participate in technical reviews and lessons learned activities.
• Promote engineering excellence and continuous improvement.
• Share technical knowledge and best practices throughout the organization.
Required Qualifications / Experience
Education
- Bachelor of Science degree in Civil Engineering from an ABET-accredited institution.
- Professional Engineer (PE) license preferred.
Experience
- Minimum of 5 years of progressively responsible civil engineering experience.
- Minimum of 5 years supporting major industrial, manufacturing, power generation, nuclear, EPC, chemical, semiconductor, or infrastructure projects.
- Experience supporting both engineering design and construction execution activities.
- Experience working with multidisciplinary engineering teams.
- Strong understanding of site development and civil infrastructure design.
- Experience supporting construction and commissioning activities.
Preferred Certifications
- DOE project experience.
- Nuclear industry experience.
- NQA-1 quality program experience.
- NRC-regulated facility experience.
- Experience supporting large capital projects exceeding $250M.
- Experience supporting operational readiness and system turnover activities.
- Experience with geotechnical engineering coordination.
- Experience with environmental permitting and regulatory compliance.
- Active DOE “Q” Clearance or ability to obtain one.

Working Conditions
This position is expected to work a standard full-time schedule in a construction environment. Additional hours, including evenings and weekends, may be required periodically to meet project requirements, project deadlines, and organizational needs.
