Job Summary

The Project Engineering Manager is responsible for leading and overseeing all project engineering activities associated with the planning, design, procurement, manufacturing, construction, testing, commissioning, startup, and turnover of project facilities and infrastructure.

This position serves as the senior engineering authority for the project and is responsible for managing the multidisciplinary engineering organization, including Electrical, Mechanical, Civil, Structural, and Architectural Engineering functions. The Project Engineering Manager provides technical leadership, engineering governance, design oversight, engineering integration, and strategic direction to ensure project objectives are successfully achieved in accordance with scope, schedule, budget, quality, safety, and regulatory requirements.

The Project Engineering Manager serves as the primary interface between the project and external architecture, engineering, consulting, and design organizations and ensures all engineering deliverables support project execution, constructability, operational readiness, and long-term facility performance.

This position plays a critical role in supporting project planning, estimating, procurement, quality assurance, risk management, field construction, commissioning, and operational readiness activities throughout the project lifecycle.

Key Responsibilities

Engineering Leadership

  • Lead and manage the project Engineering organization.
  • Establish engineering strategies, priorities, and execution plans.
  • Provide technical leadership for all engineering disciplines.
  • Ensure engineering activities support project scope, schedule, budget, quality, and operational objectives.
  • Establish engineering governance, standards, procedures, and best practices.
  • Serve as a member of the Project Leadership Team.
  • Advise Project Leadership on technical risks, opportunities, and decisions.

Engineering Organization Management

  • Provide leadership, guidance, mentoring, and performance management to engineering personnel.
  • Directly supervise: 
    • Lead Project Electrical Engineer
    • Lead Project Mechanical Engineer
    • Lead Project Civil Engineer
    • Lead Project Structural Engineer
    • Lead Project Architectural Engineer
  • Establish performance expectations and development plans.
  • Support recruitment, retention, training, and succession planning activities.
  • Foster a culture of accountability, collaboration, technical excellence, and continuous improvement.

Engineering Oversight

  • Provide oversight of all engineering activities performed by: 
    • Internal engineering personnel
    • Architect/Engineer firms
    • Engineering consultants
    • EPC contractors
    • Design contractors
    • Technical service providers
  • Review and approve major engineering deliverables.
  • Ensure engineering work complies with project requirements, applicable regulations, and industry standards.
  • Resolve multidisciplinary engineering issues and technical conflicts.
  • Support configuration management and engineering change control processes.

Design Management

  • Oversee development and review of: 
    • Design packages
    • Drawings
    • Specifications
    • Calculations
    • Studies
    • Procurement specifications
    • Technical reports
    • Construction work packages
  • Ensure designs meet performance, quality, maintainability, reliability, and operational requirements.
  • Lead constructability reviews and design optimization efforts.
  • Promote value engineering and cost-effective design solutions.

Engineering Integration

  • Ensure effective integration among all engineering disciplines.
  • Coordinate multidisciplinary design interfaces.
  • Resolve technical conflicts and integration challenges.
  • Support development of integrated project solutions.
  • Facilitate collaboration between engineering, construction, manufacturing, startup, and operations personnel.

External Engineering Coordination

  • Serve as the primary liaison to external engineering firms and consultants.
  • Lead engineering review meetings.
  • Manage engineering deliverables and contractual engineering requirements.
  • Coordinate design reviews and technical evaluations.
  • Ensure engineering contractors perform in accordance with project requirements.

Project Development & Estimating Support

  • Support conceptual development and project planning activities.
  • Assist in the development of project estimates and budgets.
  • Review engineering cost estimates and assumptions.
  • Support scope development and technical planning.
  • Participate in project risk assessments and project execution planning activities.
  • Support business case evaluations and alternatives analysis.

Construction Support

  • Provide engineering leadership throughout construction activities.
  • Support development and review of construction work packages.
  • Participate in field walkdowns and construction reviews.
  • Review Requests for Information (RFIs), field changes, and engineering change requests.
  • Assist with resolution of construction-related technical issues.
  • Support construction readiness reviews and execution planning.

Procurement Support

  • Support development of technical procurement specifications.
  • Participate in supplier evaluations and equipment selection activities.
  • Review vendor technical submissions.
  • Support Factory Acceptance Tests (FATs) and technical inspections.
  • Assist Procurement and Quality organizations with technical evaluations of suppliers and contractors.

Quality Assurance & Regulatory Compliance

  • Ensure engineering activities comply with applicable quality requirements.
  • Support implementation of the project’s Quality Assurance Program.
  • Ensure engineering deliverables satisfy applicable regulatory and code requirements.
  • Participate in audits, assessments, and corrective action reviews.
  • Support development of discipline-specific quality requirements.
  • Promote engineering quality and design excellence.

Startup, Commissioning & Turnover

  • Support development of startup and commissioning plans.
  • Coordinate engineering support during testing and commissioning activities.
  • Ensure engineering deliverables support operational readiness.
  • Assist with turnover planning and closeout activities.
  • Support resolution of technical issues during startup and commissioning.
  • Ensure successful handover of systems to operations.

Risk Management

  • Identify engineering risks impacting project execution.
  • Develop mitigation strategies for engineering-related risks.
  • Participate in project risk reviews and management activities.
  • Monitor technical risks throughout the project lifecycle.
  • Support contingency planning activities.

Safety Leadership

  • Promote safe engineering design and construction practices.
  • Ensure engineering activities support project safety objectives.
  • Participate in safety reviews and hazard assessments.
  • Support compliance with applicable safety and regulatory requirements.
  • Foster a culture of safety, accountability, and technical excellence.

Required Qualifications / Experience

Education 

  • Bachelor of Science degree in Engineering from an ABET-accredited institution.
  • Professional Engineer (PE) license strongly preferred.

Experience

  • Minimum of 10 years of progressively responsible engineering experience.
  • Minimum of 5 years in engineering management or technical leadership roles.
  • Experience supporting large industrial, manufacturing, EPC, power generation, DOE, nuclear, semiconductor, chemical, or infrastructure projects.
  • Demonstrated success managing multidisciplinary engineering organizations.
  • Strong understanding of engineering design, construction, quality, and project execution practices.
  • Excellent leadership, communication, and organizational skills.

Preferred Certifications

  • Nuclear industry experience.
  • DOE project experience.
  • NQA-1 Quality Program experience.
  • Experience supporting projects exceeding $500 million in capital value.
  • Experience supporting manufacturing and construction organizations simultaneously.
  • Startup and commissioning experience.
  • Experience managing external architecture and engineering firms.
  • Active DOE Q Clearance or ability to obtain one.

Working Conditions

This position is expected to work a standard full-time schedule in a construction environment. Additional hours, including evenings and weekends, may be required periodically to meet project requirements, project deadlines, and organizational needs.
