Job Summary
The Technical Writer is responsible for developing, editing, formatting, maintaining, and controlling technical documentation supporting engineering, procurement, manufacturing, construction, quality assurance, testing, commissioning, operations readiness, and project turnover activities.
This position works closely with engineers, construction personnel, manufacturing personnel, quality organizations, startup and commissioning teams, and project management personnel to transform technical information into accurate, professional, user-friendly documentation.
The Technical Writer plays a critical role in supporting the project’s Quality Assurance Program by ensuring procedures, work instructions, technical manuals, administrative processes, operating documents, turnover packages, and quality-related documentation are accurate, technically sound, properly controlled, and compliant with project requirements.
The role is essential to maintaining procedural compliance, technical consistency, regulatory readiness, and operational success.
Key Responsibilities
Technical Documentation Development
• Develop, write, edit, and maintain technical documentation supporting project activities.
• Create and revise procedures, work instructions, standards, manuals, technical reports, and guidance documents.
• Convert technical information into clear and understandable documentation suitable for intended users.
• Ensure documentation is consistent, accurate, and technically correct.
• Maintain formatting and document standards across all project documentation.
Procedure Development
• Develop project procedures and implementing instructions.
• Support development of:
- Quality Assurance procedures
- Construction procedures
- Manufacturing procedures
- Testing procedures
- Commissioning procedures
- Operations readiness procedures
- Administrative procedures
• Coordinate reviews and approvals of procedural documents.
• Ensure procedural documentation aligns with project requirements and quality standards.
Engineering Documentation Support
• Work with engineering organizations to prepare and revise technical documents.
• Assist with development of:
- Engineering reports
- Technical specifications
- Design documentation
- Equipment documentation
- Technical evaluations
• Verify document consistency and technical clarity.
• Support engineering change implementation through document revisions.
Manufacturing and Construction Documentation
• Support development of manufacturing and fabrication work instructions.
• Assist construction organizations with preparation of technical work packages.
• Develop installation instructions and technical guidance documents.
• Support creation of testing and inspection documentation.
• Ensure technical documentation reflects current field conditions and approved design requirements.
Quality Assurance Documentation
• Support implementation of the Quality Assurance Program through document development and maintenance.
• Assist quality personnel with preparation of:
- Quality procedures
- Audit documentation
- Corrective action documentation
- Quality manuals
- Quality program descriptions
• Ensure documentation complies with project quality requirements.
Commissioning and Turnover Documentation
• Support development of startup and commissioning documentation.
• Assist with preparation of:
- Turnover procedures
- System turnover documentation
- Readiness review documentation
- Operating procedures
- Equipment operating manuals
• Support final turnover package preparation and documentation reviews.
Document Review and Editing
• Review documents for:
- Accuracy
- Consistency
- Completeness
- Formatting
- Grammar
- Technical clarity
- Compliance with project standards
• Coordinate comments and revisions with subject matter experts.
• Ensure documents are properly reviewed and approved prior to issuance.
Stakeholder Collaboration
• Interview technical subject matter experts.
• Gather technical information from project personnel.
• Participate in meetings and workshops supporting documentation development.
• Coordinate with engineering firms, suppliers, contractors, and project stakeholders.
• Act as a liaison between technical experts and document users.
Regulatory and Compliance Support
• Ensure documents comply with project standards and applicable requirements.
• Support audit preparation activities.
• Assist with document-related corrective actions.
• Maintain awareness of applicable quality and regulatory requirements.
• Support project readiness reviews and compliance assessments.
Continuous Improvement
• Identify opportunities to improve documentation processes and standards.
• Recommend enhancements to document templates and writing practices.
• Support implementation of document management improvements.
• Participate in lessons learned and continuous improvement initiatives.
Required Qualifications / Experience
Education
- Associate’s Degree or Bachelor’s Degree in Technical Communications, English, Journalism, Engineering, Business, Information Management, or related field preferred.
- Equivalent experience may be considered.
Experience
- Minimum of 1 years of technical writing experience.
- Experience supporting engineering, manufacturing, construction, industrial, energy, nuclear, government, or highly regulated environments preferred.
- Excellent writing, editing, proofreading, and organizational skills.
- Strong ability to understand and communicate technical concepts.
- Proficiency with Microsoft Office applications.
- Experience working within controlled document environments.
Preferred Qualifications / Experience
- Experience supporting large industrial or construction projects.
- Experience supporting DOE, NRC, NQA-1, nuclear, manufacturing, or engineering organizations.
- Experience developing procedures and work instructions.
- Experience with electronic document management systems.
- Familiarity with quality assurance documentation practices.
- Experience supporting startup, commissioning, or operational readiness activities.
- Ability to interpret engineering drawings, specifications, and technical information.
