Job Summary
The Training and Technical Documentation Manager is responsible for leading, coordinating, and overseeing all project training and technical documentation activities throughout the project lifecycle. This position manages a multidisciplinary team of training specialists and technical writers responsible for developing, implementing, and maintaining training programs, qualification materials, procedures, work instructions, travelers, work packages, operational documentation, and other performance support materials required for successful project execution and operational readiness.
The Training and Technical Documentation Manager works closely with project management, engineering, quality, procurement, manufacturing, construction, startup, operations, and subject matter experts to ensure personnel receive the training, knowledge, and documentation necessary to safely and effectively perform their assigned responsibilities. This position provides leadership for the development of compliant, accurate, and user-focused documentation and training products that support project execution, manufacturing readiness, operational readiness, and long-term facility operations.
Key ResponsibilitiesTraining
Program Leadership
- Lead development and implementation of project training strategies and programs.
- Establish training plans supporting project execution, startup, manufacturing readiness, and operational readiness objectives.
- Coordinate training activities across all project organizations.
- Ensure training programs support applicable regulatory, contractual, quality, and organizational requirements.
- Monitor training effectiveness and identify opportunities for continuous improvement.
- Support workforce development and qualification initiatives.
Technical Documentation Leadership
- Lead development and management of technical documentation required to support project execution and facility operations.
- Establish standards and processes for development of procedures, work instructions, travelers, work packages, manuals, guides, and performance support materials.
- Ensure documentation is accurate, technically complete, properly controlled, and aligned with project requirements.
- Coordinate documentation priorities and workload assignments.
- Promote consistency and standardization across all project documentation.
Knowledge Capture and Content Development
- Coordinate extraction of technical information from subject matter experts.
- Ensure technical knowledge is effectively converted into work instructions, training materials, operational procedures, and technical documentation.
- Facilitate collaboration between engineering, quality, manufacturing, construction, startup, and operations personnel.
- Ensure documentation accurately reflects approved processes and work practices.
- Support organizational knowledge management initiatives.
Training Materials Development
- Oversee development of training presentations, lesson plans, qualification guides, practical evaluations, examinations, reference materials, and e-learning content.
- Ensure training materials accurately reflect project procedures and technical requirements.
- Coordinate periodic review and revision of training content.
- Support development of position qualification and certification programs.
- Ensure training materials remain current with project changes and operational requirements.
Procedure and Work Package Development

• Ensure documentation supports safe, quality-focused, and repeatable work execution.
• Support implementation of document control and revision management practices.
Operational Readiness Support
- Support manufacturing readiness, startup readiness, and operational readiness activities.
- Coordinate development of training and documentation deliverables required for facility turnover.
- Support readiness assessments and management reviews.
- Ensure personnel qualifications and required documentation are available prior to startup and operations.
- Assist with workforce transition from project execution to operational activities.
Compliance and Quality Support
- Ensure training and documentation activities comply with applicable project procedures and quality requirements.
- Support implementation of NQA-1 and other regulatory quality requirements where applicable.
- Participate in audits, assessments, surveillances, and management reviews.
- Maintain training records and documentation supporting compliance requirements.
- Support corrective action and continuous improvement activities.
Cross-Functional Coordination
- Collaborate with engineering, project management, project controls, procurement, quality, construction, startup, manufacturing, and operations personnel.
- Support planning and scheduling of training and documentation activities.
- Coordinate priorities across multiple project workstreams.
- Provide status updates and progress reporting to project leadership.
- Ensure alignment between project changes, training updates, and documentation revisions.
Leadership Responsibilities
- Directly supervise Training Specialists and Technical Writers.
- Establish individual and team performance objectives.
- Assign and monitor work activities and priorities.
- Mentor and develop training and documentation personnel.
- Review and approve work products prior to release.
- Support recruiting, hiring, onboarding, and performance evaluations.
- Promote a culture of continuous improvement, collaboration, quality, and operational excellence.
Required Qualifications / Experience
Education
Bachelor’s degree in Education, Technical Communication, Business, Engineering Technology, Industrial Technology, Operations Management, Construction Management, or a related field, or experience equivalency.
Experience
- Minimum 8 years of experience supporting training, technical documentation, operations readiness, manufacturing, engineering, quality, construction, startup, or related project environments.
- Minimum 3 years of leadership or supervisory experience.
Preferred Qualifications / Experience
Education
Advanced degree in a related field.
Experience
- Experience supporting large industrial, manufacturing, construction, utility, energy, DOE, or nuclear projects.
- Experience managing technical writers and training professionals.
- Experience supporting startup, commissioning, readiness, or operational transitions.
- Experience developing procedures, work instructions, travelers, work packages, and training materials.
Qualifications
- Experience supporting NQA-1, DOE, nuclear, manufacturing, or other regulated environments.
- Familiarity with learning management systems (LMS).
- Familiarity with electronic document management systems.
- Experience developing qualification programs and workforce certification programs.
- Experience supporting operational readiness or facility startup programs.
- Professional certifications related to training, technical communication, quality, project management, or organizational development.
